Windows Cannot Start This Hardware Device Code 19 [Solved]

The code 19 windows 7 error can prevent certain hardware components to function normally.
The commen problem code 19 windows 7 error is the cd-rom that stops functioning.

Most of the time this is a registry problem and is easily fixed once you know where to look.

Basically the error code 19 consists of corrupted registry values that need to be deleted to
let the hardware function properly.


Delete the UpperFilters and LowerFilters Registry Values
  1. Go to Start >> Run
  2. Type in: regedit and press ENTER
    Now the Registry Editor Opens
  3. Navigate to the HKEY_LOCAL_MACHINE folder, which is a subfolder of My Computer. Expand This folder. 
  4. Expand the following folders to reach the folder: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class.
  5. BackUp your registry files.This is not mandatory to fix the problem, however it is simply good practise to backup the registry when you are making changes to it. The registry is one of the most important parts of your system.
    Go to File>>Export  choose a name and save anywhere you like
  6. Click on the |> or (+) icon next to the Class key to expand it. Now you see a list of subkeys in the folder class, Navigate to the folder that corresponds to the device that gives you the error. You can select the correct folder from the list below:

  7. In the correct folder you should see one or two of the following keys: UpperFilters and/or LowerFilters.In some cases you also see: UpperFilters.bak or LowerFilters.bak you do not need to delete these.
  8. Delete the Upperfilter and/or LowerFilter keyClick Yes when prompted: "Deleting certain registry values could cause system instability. Are you sure you want to permanently delete this value?".
  9. Close the Registry Editor and Restart windows
This should solve your "windows cannot start this hardware device code 19" problem.
